"This bill requires a state or local government that receives funds under a department of justice grant program & uses such funds for a pretrial services program to annually report to DOJ the amount of money allocated for the pretrial services program & certain information about participating defendants. Additionally, DOJ must reduce the grant allocation of a state or a local government that fails to comply. "
PTI has been working on the "right to know act" on same lines as PML(N) to give access to general public of all the contracts made by various institutions. This bill is a derivative of US constitution being implemented in Pakistan now. Does that sound alarming? Probably not. It may actually sound glorious to you that no institution will be able to hide anything from anyone. But, here is the caveat.
This bill can be applied to Pakistan's sensitive agencies demanding for explanation & accountability standards to be disclosed to every citizen of Pakistan & to the rest of the world. As a result of this bill, CIA released its classified documents since WW2 exposing their MK Ultra project. Once enacted, this bill will compel ISI to expose all its operations to the general public in order to continue to avail funds from the government. This may compromise Pakistan's national security. While those army-slammers beat the drums to demand for court appearances of ISI on the basis of this bill, this bill was not introduced in our assemblies to reveal the truth to the public. It was manipulatively introduced through foreign lobbies to weaken Pakistan army as an institution. I have always been an advocate of transparent public disclosure of every government institution's operations but when it comes to Pakistan's army, I do have my reservations. I know that ISI has to operate secretively to achieve its goals & our nuclear assets are being probed for by our enemies all the time. This law could be used against our army & ISI leading to significant compromise of our sensitive national assets. Thus, it must not be allowed to influence Pakistan army's operations. Having said that I am not saying that Pakistan army is above the law. No. No One is above the law. But, Army already has a system in place that interrogates any personal transgressing his/her limits. Trying to regulate army like the rest of the civil departments will induce one of the worst crisis we have ever seen possibly causing us to lose our freedom forever as Pakistan army gets strangulated in the red tape processing of such a bill.
